Converting a garage into an ADU is the least expensive path to a legal, permitted dwelling unit in Orange County, because the foundation, three or four walls and the roof already exist and are permitted. It is also the path with the most technical traps. A garage was never built to be lived in: the slab has no vapor retarder and usually slopes toward the door, the ceiling height may be marginal, the walls are uninsulated, and the largest opening is a garage door that has to be replaced with a code compliant, insulated, rated exterior wall. Done properly, a converted two car garage becomes a genuinely comfortable 400 square foot unit for roughly $90,000 to $170,000. Done improperly, it becomes a damp, cold room that fails inspection.

Is My Ceiling Height Tall Enough to Convert?

You need at least seven feet of finished ceiling height in habitable rooms and hallways under the California Residential Code, and that is finished height, measured after you add whatever floor assembly and ceiling assembly the conversion requires. This is where garage conversions most often die on paper. Many Orange County garages from the 1950s through the 1970s have eight foot or slightly lower plates. Once you add a raised floor system to deal with slab moisture and slope, plus insulation and drywall at the ceiling, seven feet can become genuinely tight. The alternatives are a slab based flooring approach with a liquid applied vapor barrier, which preserves height, or raising the roof structure, which converts a cheap project into an expensive one. How Do You Deal With Slab Moisture in a Garage Conversion?

A garage slab was almost certainly poured directly on grade without a vapor retarder beneath it, because nothing about a garage required one. Living space does. Ground moisture will migrate up through untreated concrete and destroy flooring, promote mold behind baseboards, and make the unit feel perpetually cold and damp. There are three legitimate remedies. A liquid applied vapor mitigation membrane rolled or sprayed onto the prepared slab is the height efficient option and works well under most flooring types. A sheet vapor retarder with a lightweight topping slab poured over it gives excellent performance and simultaneously corrects the slope, at the cost of roughly two inches of ceiling height. A moisture mitigation epoxy system is a middle option. What is not acceptable is installing flooring directly over bare garage concrete and hoping, which is exactly what unpermitted conversions do.

What Replaces the Garage Door?

A complete, code compliant exterior wall assembly, which is more work than most homeowners expect. The garage door opening is typically 16 feet wide in a two car garage, and it was spanned by a header sized for a door, not necessarily for the loads a new framed wall and its window and door openings will impose. The replacement assembly needs new framing, structural evaluation of the header and the posts carrying it, exterior sheathing, weather resistive barrier, insulation, interior gypsum, and exterior stucco or siding blended to match the rest of the house. It usually carries the ADU entry door and one or two windows, since that wall is often the primary source of natural light and the required emergency escape opening for a sleeping room. Getting the proportions right matters aesthetically too: a converted garage that still reads as a garage with the door filled in hurts curb appeal.

What Fire Separation Is Required Between the ADU and the House?

If you are converting an attached garage, the wall and any floor ceiling assembly separating the new ADU from the primary dwelling becomes a dwelling unit separation, and it typically requires a one hour fire rated assembly, most commonly achieved with five eighths inch Type X gypsum board applied per the tested assembly, running continuously from the slab to the underside of the roof sheathing. That last detail matters: stopping the rated assembly at the ceiling line and leaving a common attic above defeats the separation, and inspectors check it. Any door between the two units must be a rated assembly with self closing hardware where required. A detached garage conversion avoids most of this, since there is no shared wall, though separation distance to the primary structure and to property lines still governs exterior wall ratings and permitted openings.

Do I Have to Replace the Parking I Am Losing?

No. State ADU law explicitly prohibits a local agency from requiring replacement parking when a garage, carport or covered parking structure is converted into an ADU or demolished in conjunction with constructing one. This provision alone made tens of thousands of California garage conversions feasible. That said, losing the garage is a real lifestyle decision that homeowners sometimes underestimate. You lose covered parking, and in most Orange County households you also lose the primary storage location for tools, holiday decorations, sports equipment and everything else that accumulates. We frequently pair a garage conversion with a detached storage structure in the side or rear yard, which is a straightforward and inexpensive addition to the scope and preserves the practical function the garage was serving.

What Else Does a Garage Need to Become Livable?

Insulation throughout, since garage walls and ceilings are typically bare. Egress: any sleeping room needs an emergency escape and rescue opening meeting the code minimums for net clear area, opening height and width, and sill height above the floor. Heating and cooling, most commonly a ductless heat pump given the compact footprint and lack of existing ductwork. Electrical, which means a properly sized subpanel because the existing garage circuit is nowhere close to adequate for a dwelling. Plumbing, which usually requires cutting and trenching the slab to run drain, waste and vent lines to the existing sewer lateral, plus supply lines. Ventilation for the kitchen and bathroom. Smoke and carbon monoxide alarms. And an addressable, weather protected entry. Each of these is routine work, but collectively they are why a garage conversion is a real construction project rather than a finish out.

What moves the price

  • Existing ceiling height: Adequate clear height keeps the project simple. Marginal height forces either an expensive slab based moisture strategy or raising the roof, which changes the project entirely.
  • Slab condition and slope: A flat, sound slab needs only a membrane. A cracked or heavily sloped slab may need a topping pour, which costs more and consumes ceiling height you may not have.
  • Distance to the sewer lateral: Underslab drain runs are among the most labor intensive items in a conversion. A garage near the existing lateral is far cheaper to plumb than one at the opposite corner.
  • Attached versus detached garage: An attached garage requires a full one hour rated separation from the house carried to the roof sheathing. A detached garage skips that assembly entirely.
  • Electrical service capacity: The existing garage circuit is never adequate. Whether a new subpanel can be fed from the existing service or a full service upgrade is required is set by the load calculation.
