What Does California Title 24 Require of New Recessed Lighting?

The California Energy Code applies to permanently installed indoor luminaires in dwellings, and the short version is that all of them must be high efficacy. For LED sources that means the fixture or light source carries a JA8 certification and is marked JA8-2019 or a later designation on the product, listed with the California Energy Commission. Screw base retrofit lamps dropped into an old can generally do not satisfy the rule for a new permanent installation. Controls are the second half of compliance. Most habitable rooms require dimming on the lighting you add. Bathrooms, garages, laundry rooms and utility rooms generally require a vacancy sensor or another qualifying automatic shutoff control rather than a plain dimmer. Closets and outdoor lighting follow their own separate rules. Which code cycle applies depends on the edition of the California Energy Code in force when your permit is issued, so requirements get verified against that edition rather than a previous cycle. Most Orange County single story houses and second floor ceilings under an attic carry blown fiberglass or cellulose across the joists, so IC rated is the default specification for that ceiling. The version worth paying for is ICAT, meaning insulation contact and air tight. How Should Layout, Aperture Size and Color Temperature Be Planned?
